Yes, those are players who are not signed to NHL contracts. In Toronto’s case, they are on AHL deals.
Most teams will bring up the players on AHL contracts to fill out practice lines and get a first-hand look at what is in their system in case of injuries during the season. These players rarely ever get to make the big club, as doing so would result in signing them to an NHL contract
